Job Description

The pay range above represents the minimum and maximum rate for this position in California. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California and future increases will be based on the pay band for the city and state you reside in. POSITION SUMMARY

Gold Coast Health Plan is seeking a Policy Analyst to enhance and strengthen Gold Coast Health Plan's (GCHP) policy infrastructure/platform involving state and federal Medicaid programs by tracking and analyzing federal, state and local legislation/regulation that may impact GCHP. Under the guidance of the Executive Director, Strategy and External Affairs, the Policy Analyst is responsible for policy research, analysis, and keeping leadership abreast of regulations and statutes concerning Medicaid/ Medi-Cal Programs. The Policy Analyst works on projects and other assignments in the Government Affairs Department relating to policy objectives and policy initiatives concerning Medicaid/Medi-Cal Programs, and supports other key GCHP staff on related projects. Amount of Travel Required: 10% Work Schedule: Travel, work protracted or unusual work hours and evening meetings, or irregular hours for attendance at meetings for special projects or programs.

  • Analyze and assess relevant federal, state, county, and city local policies and trends.
  • Analyze new regulations and statutes to determine potential Plan impact.
  • Provide guidance to internal customers on policy implications and recommendations for policy decisions.
  • Draft memorandum(s) and report(s) on policies and procedures concerning state and federal Medicaid programs.
  • Support in writing GCHP policy briefs and other publications, including developing figures, tables, charts and other data visualizations, fact sheets, and other supporting documents.
  • Keep abreast of new policy/regulatory developments affecting the Medicaid/Medi-Cal program and coverage for the low-income population.
  • Monitor activities by the Executive Branch, Congress and State Legislature that will or can impact the health plan; alert and advise the Executive Director, Strategy and External Affairs on emerging opportunities or concerns.
  • Other ad hoc assignments and projects in support of GCHP departments.
  • Other duties as assigned.

SKILLS & ABILITIES

Education:
  • Bachelor's Degree in Health Services Administration, Public Health, or Public Policy, or related field: Required
  • Master's Degree: Preferred
Experience: 1-3 years of experience required including health care regulatory, managed care and/or compliance experience, or combination of education and related experience. Computer Skills: Advanced skills in the usage of the MS Word and Power Point. Certifications & Licenses: A valid and current Driver's License, Auto Insurance required Other Requirements:
