Health Care Agency Public Information Officer (Public Information and Affairs Administrator) Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. This list will be used to fill current and future Public Information and Affairs Administrator vacancies within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications. The Health Care Agency The County of Orange Health Care Agency (HCA) is a dynamic organization dedicated to promoting optimal health for individuals and the community. Under the leadership of the Agency Director, the five service areas are Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health, and Specialized Medical Services. The Department Government Affairs and Communications supports executive leadership and cross-collaborative efforts to develop, implement, and enhance key initiatives. It encompasses Communications, Custodian of Records, Grants and Funding Opportunities, as well as Legislation and Policy. It also serves as the primary liaison to the County Board of Supervisors, the County Executive Office, and external elected officials. The Opportunity The HCA has an exciting opportunity for a Public Information Officer (PIO) to serve as the agency’s liaison with local, regional, state, and federal agencies. The PIO will develop and enhance communications with stakeholders including elected officials, media, regulatory agencies, and the public, and expand public outreach. This position will oversee external public information activities for the HCA. Additional responsibilities include: Coordinate all media coverage, press releases, and other media-related items for the HCA at local and national levels Serve as spokesperson to radio, newspaper, and television reporters Collaborate with internal staff and other County agencies Conduct media relations training sessions for staff as needed Manage emergency response communications plans as directed by EOC protocols, with input from the County Health Officer Create press conferences and media plans with objectives and strategies Serve as liaison with Behavioral Health Service to manage communications needs and public awareness campaigns Write speeches and public communications Lead awareness campaigns supporting behavioral health initiatives, coordinating with program experts and PR agency partners Advise HCA executives on media/public affairs issues Maintain the HCA’s social media accounts and update the website as needed Assume additional responsibilities as needed Desirable Qualifications and Core Competencies The ideal candidate will have four or more years of professional experience as a public information officer or public affairs within government or with government entities. In addition, the following competencies are expected: Professional | Technical Expertise Drafting clear, concise, and impactful press releases Extensive government experience in public relations, media relations, and handling external inquiries Responding to and navigating crisis situations with sound judgment Experience with health care, public health and/or safety matters Designing and implementing external communication strategies Collaborating across the department to ensure consistent messaging Effective Communication | Interpersonal Skills Serving as a spokesperson in press engagements and coaching agency leadership Coordinating communication efforts across the agency Interfacing with political officials, administrators, community, media, and other departments Managing communications in high-sensitivity environments Problem Solving and Analysis Researching and interpreting data to inform decisions Assessing issues and developing effective solutions Incorporating new ideas into problem-solving strategies Leadership | Management Mentoring and developing staff through collaboration Promoting high performance and continuous improvement Minimum Qualifications: See minimum qualifications for Public Information and Affairs Administrator, including physical and mental requirements and environmental conditions.
