The Community Network Specialist will install, maintain, troubleshoot, and repair the Douglas County Community Network (DCCN) infrastructure. The successful applicant must reside within reasonable response time of East Wenatchee Headquarters or relocate within six months of hire for purposes of after-hour call outs. The Community Network Specialist works under the supervision of the Distribution Superintendent or their designated representative.
This position is covered by the Collective Bargaining Agreement and is subject to a one-year probationary period.
Install, maintain, and repair DCCN wireless communication systems.
Climb ladders as necessary to mount network and communication equipment. Install and maintain fiber optic and network cables.
Install and maintain DCCN electronic equipment.
Test and troubleshoot DCCN equipment and communication cable.
Operate trucks and other equipment typically used in utility communication operations. Support the District’s mission and value statements in the performance of job duties.
Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace.
Ensure compliance with all District policies.
Adhere to the District’s Safety Policy and Procedures.
Employees with a Commercial Driver’s License must participate in DOT alcohol and drug testing, including marijuana, in compliance with FMCSA regulations.
Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District.
Due to the nature and scope of the essential functions, the importance of personal interactions between this position, employees, customers, and other members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.
This position is designated as safety sensitive.

Ability to understand engineering drawings and diagrams.
Ability to write complete and accurate reports describing equipment or trouble investigations and fixes. Capability of following directions and working in compliance with established guidelines.
Aptitude working with computers, communications systems, and data processing equipment. Ability to work alone or function cooperatively in a team environment.
A high degree of self-motivation.
Ability to respond to callouts outside of regular working hours in emergency situations.
Applicant must be able to travel to, and work at, remote sites in all types of outdoor weather.
Must have satisfactory completion of high school education or equivalent. Experience working with communication systems and communication equipment preferred.

Must possess or obtain and maintain:
Must have valid First Aid and CPR certification cards or be able to obtain within 90 days of hire. CDL holders are encouraged to apply.
A valid driver's license and proof of good driving record is required for this position (will be verified upon job offer). Out-of-state candidates must acquire a Washington State driver's license within 30 days of employment.
Ability to distinguish basic colors.
Ability to repeatedly lift heavy objects, sometimes weighing up to 75 pounds.
Ability to work in elevated areas, climb ladders, and stairs and walk over uneven surfaces. Ability to work outdoors in all weather conditions.
Must have good hand-eye coordination and physical dexterity. Must have a full range of hearing and sight for personal safety.
In accordance with the North American Electric Reliability Corporation (NERC) standards, Douglas County Public Utility District #1 conducts post-offer background screening of personnel who have access to the District's critical physical and/or cyber assets.
The successful incumbent for this position will be hired at the hourly rate of $35.75. This classification has a wage step progression up to $44.85.
